advocacy to expand primary care access and advance health equity in
communities that need it most.We offer capital financing products
(loans, tax credits, etc.) and consulting services to health care
providers to enable them to expand their reach, impact, and
sustainability. Our two primary business lines focus on Federally
Qualified Health Centers (FQHCs), independent health care
practices, behavioral health providers, and hospitals and health
systems.Built on its 30 years of experience, PCDC is a statewide
convener and primary care expert that brings safety net providers
together to develop the care models and business practices
necessary to remain longstanding, viable businesses with measurable
impact. In addition, we continue to support providers to succeed in
various State and Federal-led transformation initiatives (e.g.,
AHEAD, the NY 1115 Medicaid Waiver, Patient-Centered Medical Home,
etc.).To build on this momentum, we're seeking a results-driven,
well-established leader to expand our position as a trusted, New
York statewide expert resource and capacity building
partner.Position Description:The Director is responsible for
building and implementing a pipeline and portfolio of
consulting/capacity-building engagements related to enabling
safety-net organizations establish the care models and business
practices to thrive.The Director works with the Vice President and
other leadership staff to ensure consistency and coordination
across the unit's vision, strategy, and services. The Director is a
senior member of the Consulting team responsible for designing and
leading projects, developing new business, managing multiple
projects, supervising teams, and providing subject matter expertise
inside PCDC and for its clients.Position Responsibilities (other
duties may be assigned):
- Business Development & New York Growth (45%)
- Secure contracted engagements (mixture of grants,
fee-for-service engagements, etc.) revenue (determined annually by
Vice President); contribute to the achievement of departmental
revenue goals.
- Increase PCDC's reach, thought leadership (speaking
engagements, presentations, committee participation, etc.) and
relationship development to drive consulting engagements.
- Monitor New York and industry trends (including evidence base,
reimbursement reform, and delivery system transformation) and
develop strategies that position PCDC as a key partner in
supporting the safety net.
- Directly manage or coordinate relationship development with new
clients, past clients, and strategic partners including responding
to passive and active outreach.
- Develop and coordinate new services and products to meet client
needs.
- Develop engagement scopes and foundation proposals, budgets,
and contracts.
- Direct Consultation and Client Services (40%)
- Deliver consultative expertise to private practices, FQHCs,
hospital systems, and aggregators on improving their financial and
clinical performance.
- Oversee PCDC's portfolio of NCQA Patient-Centered Medical Home
recognition projects, delivered by staff and subcontracted
consultants.
- Provide senior-level sponsorship for work by other staff and
consultants; monitor and support team performance on current
engagements and grant/contract requirements, ensuring consistent,
high-quality outcomes and deliverables for clients; ensure each
engagement has appropriate project management, evaluation, and
quality assurance structures.
- Ensure positive client experience, mitigate any risks, and
inform potential scope and service revisions, including regular
check-in with clients.
- New York Market Strategy (15%)
- Engage NY stakeholders (e.g., health plans, safety net primary
care organizations, providers, consumers/patients,
policymakers/regulators, trade associations, etc.) in conversations
to inform PCDC's presence in NY and the region, including (1)
opportunities to align with existing efforts, (2) understand
specific provider needs, and (3) establish best methods for
engaging busy healthcare professionals.
- As funding allows, organize PCDC's capacity building and
consulting activities as a New York State Healthcare Extension
Cooperative.
- Develop consulting pricing strategies that balance PCDC's
sustainability and client/partners' financial position and budget
priorities.
- Develop and initiate a marketing strategy to inform providers
about the capacity-building services available in collaboration
with the Marketing / Communications team.
- Launch capacity-building resources to enable practices to
navigate and maximize the ROI from state/federal reform

York City metro area. Travel to the PCDC office will be 1-2 days/
week (if based in NYC Metro area), remote the rest of the week with

Salary Range: Director level position range is $150K-$165K.In

- Bachelor's degree required; Master's Degree in a relevant field
(e.g., MPH, MBA, MSW, MSN) preferred.
- Clinical background (e.g., MD, RN, PA, LPN, NP, CNM) or
experience working in a clinical setting highly desired.
- Ten years of experience in health care leadership and/or
consulting roles, preferably primary care or outpatient care
focused, and experience managing complex projects in health care
quality improvement, performance improvement and/or practice
transformation, particularly with regard to programs and care
models for priority populations, including those with Medicare,
Medicaid, and/or no or limited insurance coverage.
- Minimum of five years demonstrated knowledge about New York and
federal healthcare policy and program landscape including
familiarity with the healthcare policy environment and payment
reform initiatives.
- Subject matter expertise in current and emerging primary care
delivery models, practice transformation concepts, and community
health:o Quality Improvement and Performance Improvement
Methodologieso Budgeting and financial modelingo Value-based
Payment Modelso Revenue Maximization/Billing Cycle Optimizationo
Care Management
- Established relationships with healthcare policy, payer, and
provider stakeholders across New York State; demonstrated
experience growing an organization's presence and recognition with
key stakeholders and decision makers across New York State's
healthcare environment.
- Demonstrated success writing proposals for fee-driven work,
government procurement and grants, foundation support, or other
revenue sources.
- Currently credentialed NCQA PCMH Certified Content Expert or
significant experience supporting practices to navigate/achieve
NCQA PCMH recognition.
- Demonstrated experience in project management, leading project
teams through highly intensive, long-term, large-scale project
work. Able to manage a business unit/multiple lines of business,
while also leading and working on one or more projects. Work
effectively both as a team member and on individual effort and
timelines.
- Applicable project management experience.
- Effective communication skills, including the ability to create
presentations, speak publicly, and work with a wide array of client
staff from executives to front-line staff.
- Self-motivated, have a positive attitude, and be
enthusiastic.
- Skilled in the use of software required to perform job duties,
including Microsoft Office 365, Zoom, and other software
solutions.
- Ability to travel throughout NY and the U.S. (10%-15%
